Urban Partnership Program: Social Accountability

The Association for Research and Social Innovation ADT implemented a significant component of the World Bank’s Urban Partnership Program (UPP) in BiH, focusing on enhancing social accountability and inclusive urban governance. The initiative aimed to strengthen participatory democracy and foster the inclusion of marginalized groups—such as women, Roma, youth, returnees, displaced persons, and the elderly—into sub-national decision-making processes. ADT played a pivotal role in co-designing and implementing project activities, developing strategic partnerships with key local governments in Sarajevo, Banja Luka, and Tuzla, and managing project resources, fundraising, and stakeholder engagement. 

One of the central achievements of the project was the creation of multi-stakeholder urban governance platforms that connected civil society, local authorities, and citizens around shared goals for more accountable, transparent, and participatory public service delivery. ADT conducted detailed analytical assessments of urban governance systems, including access to infrastructure, the effectiveness of public services, and the application of Information and Communication Technologies (ICTs) in citizen engagement. Special attention was given to assessing and strengthening local Grievance Redress Mechanisms (GRMs), enabling citizens to voice concerns, submit complaints, and contribute to urban policy improvements in a structured and rights-based manner. 

ADT’s work was carried out in close partnership with international and regional partners, including the Institute for International Urban Development (USA), Co-Plan Institute (Albania), and key civic organizations from Croatia, Serbia, North Macedonia, Montenegro, and Kosovo. Through a wide array of capacity-building events, public consultations, and innovative public-private collaboration models, ADT not only advanced local government responsiveness but also contributed to the emergence of regional networks promoting democratic urban transformation. The project stands as a testament to the role of research-based civic engagement in shaping inclusive urban development in post-conflict and transitional contexts.
